OCR Language

Question:
Can OCR identify language characters out of context, or are there different OCR programs for different languages? Do I have to buy two separate programs if I work in English and Spanish, or can I use one for both?

To be effective, OCR needs to view characters in the context of a word, so OCR is definitely specific to individual languages.
